Arkansas Tire Accountability Program (TAP)

The Arkansas Department of Environmental Quality (DEQ) runs the Tire Accountability Program (TAP) under Act 317, which is required to develop market opportunities for the beneficial use of used tire material. Unlike a direct school-purchase grant, Arkansas routes funding through market and economic-stimulus incentive grants to used-tire programs, local governments, or state agencies, and through regional used-tire management districts.

What to know

  • DEQ can use up to 10% of the Used Tire Recycling Fund each year for grants.
  • Market and economic-stimulus incentive grants go to eligible used-tire programs, local government, or a state agency, board, or commission.
  • Arkansas is required by Act 317 to develop markets for beneficial use of used tire material, including playground and surfacing uses.
  • Schools and parks typically work through their regional used-tire management district rather than applying directly.

Contact your regional Arkansas used-tire management district and verify options with Arkansas DEQ. Programs, deadlines, dollar amounts and eligibility change; always confirm current details on the official state page before applying.

How we help

Arkansas funding works differently than Kansas or Missouri, so the right first step is to talk to your regional used-tire management district about beneficial-use and market-incentive options. We'll back you up with a delivered quote and product spec sheet for any conversation or proposal.

Why rubber mulch for playgrounds

IPEMA-certified rubber mulch provides consistent fall-height protection, doesn't compact or decompose like wood fiber, won't blow or float away as easily, and doesn't need yearly topping off. For schools, parks and daycares it means a safer surface and far less maintenance over its life — which is exactly why state tire programs encourage it as a recycled-tire end use.

What we deliver

Unpainted black chunk-nugget rubber mulch in 2,000-lb supersacks, delivered to your site on the truck and set down for unloading with bucket forks, a forklift, or rented equipment. Need a specific color or depth spec for an application? Tell us and we'll put it in writing on your quote.
